A city's general plan is a 5-10-year plan for the City of Monticello that serves as a long-term blueprint for its future development, outlining a collective vision, goals, and policies for land use, housing, transportation, and other community aspects. 

It guides the city's decisions on land use, development, and resource allocation by providing a framework for future growth, ensuring consistency, and reflecting the community's values.
